Set a steam iron to low heat and place a thin cloth over the bubbled area. Gently iron over the cloth so the steam relaxes the fibers.

Roll the rug in the opposite direction, focusing on the bubbled spots. Keep it rolled for several hours or overnight to help the layers realign. - Weighted Flattening:
Place heavy objects (such as books, sandbags, or furniture) on the raised areas. This works well for minor bubbling and usually shows results after a few hours. - Carpet Tape Method:
